College of Law Welcomes Former Deputy Interior Secretary Lynn Scarlett, Nov. 3

On Thursday, November 3, Lynn Scarlett, former Deputy Secretary and Chief Operating Officer of the U.S. Department of the Interior, will visit the University of Utah S.J. Quinney College of Law. Her 5:30 p.m. lecture, titled “Managing Public Lands in a Changing Climate,” will be held in the College’s Sutherland Moot Courtroom.  It will be preceded by a 5:00 p.m. reception. Both events are free and open to the public.

Robert Keiter, Wallace Stegner Professor and Director of the Stegner Center, said, “During her tenure as a leader in the Interior Department, Lynn played an important creative role in identifying and addressing climate change, collaborative conservation, and other critical issues involving our public lands. We’re extremely pleased to host her at the Stegner Center and look forward to hearing her insights on how we might initiate a meaningful dialogue around these often divisive issues.”

Scarlett is a Visiting Scholar at Resources for the Future in Washington, D.C. and an environmental advisor working on climate change adaptation, ecosystem services, water, landscape-scale conservation, and science and decision making. In 2009, she served as a Distinguished Visiting Lecturer on climate change at the University of California Bren School of Environmental Science and Management. She is Adjunct Professor of Environmental Policy at Carnegie Mellon’s School of Public Policy. She is a Fellow of the National Academy of Public Administration. From 2005 to January 2009, she served as Deputy Secretary and Chief Operating Officer of the U.S. Department of the Interior, a post she took on after 4 years as the Department’s Assistant Secretary for Policy, Management and Budget. She served as Acting Secretary of the Department for two months in 2006. Scarlett chaired the Department’s Climate Change Task Force and served on the national Commission on Climate and Tropical Forests. She is author of numerous publications on incentive-based environmental policies. Her recent publications include “Green, Clean, and Dollar Smart,” on urban greening, published in February 2010 by the Environmental Defense Fund and “Climate change effects: the intersection of science, policy, and resource management in the USA,” in the Journal of the North American Benthological Society (June 2010).
