On Thursday, September 11, 2008, Amos Guiora, a professor of law at the S.J. Quinney College of Law and counterterrorism expert, will chair a panel addressing the issue of “prosecuting terrorism” which will discuss what is the proper forum for trying terrorists. Panelists include American, Israeli and European jurists.
Sponsored by the International Institute for Counter Terrorism in Herzliya, Israel, the panel plans to explore from both a theoretical and practical perspective a wide range of alternative venues including traditional criminal law courts, international courts, military commissions, and domestic terror courts. Guiora’s presentation is based on Prof Guiora’s and Dean Hiram Chodosh’s joint research project titled “Dilemma of the Decision Maker.”
