Mike Johnson, Keli Beard and Chris Shiraldi, attorneys for the Utah School and Institutional Trust Lands Administration, will discuss SITLA’s expanding utility-scale solar energy leasing program. Topics addressed will include:
– A review of solar leasing programs on federal land and state school trust land in the western states;
– Solar leasing considerations for landowner lessors;
– Key terms of SITLA’s solar leases;
– Site selection considerations for utility-scale solar projects;
– Transmission and interconnection challenges affecting the development of SITLA leases;
– SITLA’s acquisition of federal parcels for solar development via state-federal land exchanges.

Keli Beard is legal counsel for the Utah School and Institutional Trust Lands Administration. At Trust Lands, she focuses on the development of minerals other than oil and gas, surface leasing, and general land use matters. Before joining SITLA, Keli worked as in-house counsel for an international public resources company and for private law firms, where she had a transactional practice focusing on public lands and mineral transactions. Keli graduated from the University of Utah, S.J. Quinney College of Law in 2005.
Mike Johnson is general counsel for the Utah School and Institutional Trust Lands Administration. He has practiced natural resources law, with an emphasis on public lands, navigable waters, title and boundary litigation, and mineral development, for the past twenty four years in both private and government practice. His work for Utah’s school trust lands agency involves land exchanges, mineral and renewable energy development, surface leasing and related matters. He received his law degree from the University of Utah in 1994.
Chris Shiraldi is legal counsel for the Utah School and Institutional Trust Lands Administration. His work at SITLA involves real estate development, land use, private land exchanges, mineral and other resource development, endangered species, and administrative matters. Prior to joining SITLA, Chris represented the federal government and multiple publicly traded companies as in-house counsel. Chris received his law degree from Penn State University in 2009.
